With my limited knowledge about Tx, Tx is a no license state, so therefore no bonds as well -- aka anyone can build; only some trades like electrical etc need a license.

What would be the cost in Denver to completely renovate the home including electrical, plubling, hvac and roof.

Until you have restored utilities I would not let tenants back into LIVE in the apartments,, no plumbing,, that's gonna be a big Poop problem, and NO electric,, is gonna be a safety hazard and issue,, no smoke detectors..

The neighborhood is desirable for the area, new homes planned to be built a couple streets over, high elevation, no flooding and underground electrical (electricity is fine after the storm). 

The electrical and plumbing is completed.

One incident I will always remember when I was doing an open house, was a little girl coming up to me, and noticing that there wasn’t a refrigerator or stove in the kitchen and asked, “Lady, don’t you have any food?”

Think how much you know about remodeling so far, whether you have tools, a truck, and how deep you can go (anyone can paint or clean but sheetrock, trims, windows, sewer line... electrical and plumbing often require permit).

Standard repairs (bathroom, paint, roof, electrical upgrade, clean up etc.).

Also you have to decide what to do with electrical wiring.
