You didn't even mention tenants who don't pay rent, evictions, vacancies, HOA violations, the consistent rise in taxes and insurance, bad property managers, and the many other issues that cut into your profit.

This is what I would do:OP- cut a piece of plywood, or something lightweight long enough to lay over the stairs (and just wide enough for her bike) so she can walk her bike up the stairs and into her apt.

I would bet good money that they are paying below market rates.In case you missed it: get rid of them.Spruce the property up, study the market to determine a fair market rate, and find a renter that is willing to pay the market rate, pay the deposit, and abide by your agreement.Not everyone is cut out to be a good landlord.
