I bought a duplex cash back in 2012 and I'm contemplating doing a HELCO or cash out refinance or using it as collateral to purchase a 5 or 6 units apartment. 

I had contemplated a move around the time of the last refi but wound up not for other reasons.

@Kari Bennett  did you already purchase the property at courthouse steps.. or your contemplating it but don't know how redemention works.the buying and selling of redemption rights here in Oregon is alive and well. and your correct if you rehab a home and they redeem your out your rehab costs.need more info to give you a clear cut answer
