Are there any on-line government sources of truth for any particular city's future infrastructure/expansion/city planning plans or any private company tracking these initiatives? 

I live in the city of NY and I am interested in deciding where to make my first investment since the markets that interest me are Providence RI, and Rochester NY.

City permits for this are way harder than most people think and most neighbors in a residential area will NOT want this next door to them (NIMBY).

I like the town and see the potential in the city and surrounding areas.
