I ask them to deduct that amount form the amount of loan but all of the ones that i have spoken to refuse to do thatI want to ask how is the normal (standard) procedure on this cases or is a rule of thumb that they all require an origination fee?

In IL I have never personally done an eviction - but my understanding is if the tenant knows the procedures they can pretty much drag it out a long time before moving out & in addition to the lost rent/damage the Landlord has court costs to pay.
