I would not charge install fee.I have one rental property for about half a year no  so I haven't had to deal with any move out procedures or getting a place "rent ready" since my house hack is a new build but how did you create your "move out instructions" and are you supposed to paint the whole inside every time a tenant moves out? 

Also if they use house hacking they would have the other tenant that's paying rent would also be technically paying half of the mortgage as well.

For that, do as others have said, review every sold comp within 1 mile (rural areas sometimes even larger) in the past 6 months to a year and see which one your house setup mirrors most and then review their finishes.

That would buy you 4 and a half months to identify and get into contract on your new property from the time you go into contract with your buyer. 

If your friend is going to find another tenant, they should let the original tenant and the voucher office know right away so that they can get back to looking.About half of my portfolio are voucher tenants at the moment.
