It's still expensive, but it's good stuff - use the semi gloss)If you have cracks in your plaster, get someone who knows it takes more than just smearing mud on it to fix it so the cracks don't come back.

What is the best way to analyze a neighborhood or area of a city.Other considerations would be flooding, is it located to something undesirable (think garbage dump or jail) or desirable (great restaurants, downtown area), look at how the neighbors maintain their properties and cars, is the area getting nicer over the years.
