No one can evict no matter the lease stipulations?

One of the competitors is the firm who did the build for 3 of the 11 other sites that replaced $88K, sub-1,000 sq ft homes with $800K - $1.2MM ones.The long tail (~3 years) was a seller stipulation.

The FHA rules stipulate you have to live in at least one of the units, but you can still rent out the others without any issue.

I'm not sure what stipulations zoning would have on that. 

In my lease documents I specify that as one of the stipulations.

If the asking price is 100k, offer the 100k, then stipulate you’d go $1k over their highest offer up to X amount (ie; $115k) Make sure you make the seller have to provide proof of their higher offer.

I agree with the commentsjust do a clean and polish job to get it rent ready and get it filledthis time make sure you screen your tenants very good and have stipulations for inspections of the property maybe add a stipulation that they will pay for damages you can do this by getting a credit card number to hold on file- make sure you don't use it unless you contact your attorney and have all the pictures and paperwork.
