you can buy penetrating sealer and surface sealer for concrete that will spray out of a regular paint sprayer.

You can try some sheep's wool in the insulation or spray foam, mice hate sheep's wool.

You may also want to spray the entry ways, cracks, and random gaps with an Ortho type product once per month or so.

I've used other products including spraying/scrubbing with diluted bleach, then oil based KIlz and had good results.
