@Rafael Weiss Alot of buzz but so many things to comply with that doesn't make alotof sense unless you are doing someserious developing.

Now, double check with your real estate attorney just to be sure doing that complies with your local rental/landlording laws.Why is the rent so low?

If they really want the apartment they will comply, if not just move on. 

Where required, covered parking spaces shall be provided in a garage, carport, or other suitable vehicle storage structure that complies with all applicable codes and ordinances.

If you are selling/renting a specific property, then you need to comply. 

I can talk about how things work in my town and state, but it can vary wildly.That being said, my first step would be to notify your tenant that you have become aware that they are in violation of the terms of the lease and that they either need to comply or vacate.I do have to say that, knowing only what you have mentioned above, I (personally) would not take action at this time.

Change your agreement to indicate 24hr notice or whatever complies with the warehousers act in your province.

If the lease states they must do it then send them a notice to comply ( I’d offer a courtesy call first though) if that doesn’t work I’d pay a local company to mow it and send the tenant the bill the bill .
