In researching California law, I can only find laws pertaining to home or workplace use of video cameras where it says it is illegal when someone has a "reasonable expectation of privacy" such as in a bathroom.  

Does privacy not matter much at a certain size? 

Keep in mind you have to factor in where the unit will be on the lot in order to create privacy and yard space (both of which are important for ADU tenants).
