For me, I much prefer to purchase from wholesalers or directly from the owner.  

I’d prefer not to have a partner if possible.

I am more than happy to share my preferred lenders that specialize in investment properties, home inspectors, contractors, landlord and builders risk insurance carriers, and CPA's that know to do cost allocation studies with my investor clients (that's how you know you have a CPA that knows real estate investing accounting).

I would keep reaching out  (emailing is preferred, so it's in writing) to the county permitting department until you get a clear answer, even if it is "We don't have any occupancy septic rule". 

That’s the strategy in looking to make my niche in. 

Then a preferred contractor by their insurance as they often do not have the best interest in mind for the homeowner.

I prefer not to have multi metered main panel, for a variety of reasons (with the cost being the bigget factor), I should not be forced to have one for the attached ADU I am planning.Would like to know if I have any recourse to this separate meter-panel requirement from PGE.Thanks,An

(There are other ways to obtain/develop that evidence - such as using certified mail or my “practical advice” below.)In your case, because your friend found the letter inside the mailbox of the last known address, you now have specific evidence of having mailed the letter “…by first class mail, to the tenant's last known place of residence” - “Unless other arrangements (had been) made in writing by the tenant…”Again, in my (non-lawyer) opinion, you’ve complied with the letter of the law as to your concern - “Unless other arrangements (had been) made in writing by the tenant…”[Practical advice: Where I self-manage, in my “Notices” section of the lease, besides my physical address, phone numbers, etc for notices to me, I provide two email addresses for myself, and state in that part that email is my preferred method of communication.
