Almost half of that area is in a floodplain and of the quarries that have decommissioned, depending on how old they are, the City might not let you fill them as they now offer a significant amount of flood storage (unless you create that storage elsewhere).Also, the City has bought out some properties because of air flight noise, mostly along Jet Lane/Patton Avenue.

@Del Crockett, while I don't have any specific areas to recommend (you can find good deals in many areas of the country), I would recommend that you try to settle on a place that is easy to get to (direct flight or easily driveable) and ideally have some ties to.One or both of these simply make it easier to visit when you need to.

Often times in small claims, you have to self represent, so being out of state means you have to fly in, and with current costs of flights, you may be out more for the flight than the potential settlement.Online reviews can go a long way too, assuming you have in writing that they will pull permit and didn't.
