It should be mentioned that this is a duplex and there seems to be a bit of bad blood between the renters and the other renter is my source for this info.

If the dips are not too deep or wide, the click floor should hold-up, otherwise, it will eventually come apart and/or crack where it has no underlaying support.The thinner glue-down or self-adhearing planks will follow the contours of the floor quite faithfully ... often emphasizing all the hills and valleys.If possibly, applying a little self-levaler or floor patch to the subfloor first will yield a better result with your finish floor.
