There was an unexpected obstacle in the foundation work and some weather issues which caused some warranted delays, but the rest were due to the contractor's constant missing of deadlines set, their disregard of this project in that it's probably a tiny one compared to the others they're working on, and the back and forth with they city to revise plans and inspections.

The partnership that is created via this structure is general partnership, but since the partners are LLC, the liability is limited at LLC level, if LLC is operated property ( legal stuff) The partnership created will file a partnership return 1065 and you will pick up your share of income at your personal level 1040 as LLC is disregarded for tax purpose.

That makes the LLC "disregarded" and the true tax payer fo the property is still you (or rather your tax return where the activity of the property is reported).If you're wanting to contribute that property into a different regarded entity (with or without other partners), there's no holding period after a 1031 is complete.
