For me if they rent a garage for their car it is to my advantage to have lesser vehicles parked in the tenant parking, makes all the tenants happier. 

. $5K spend and they wanted it all torn down.Bottom line... while the city inspectors and their methodology are often all screwed up and while of course you are happier to hear the opinion of your handyman...he can not drag you to court and issue you fines and condemn your building and so on.

Also, outside of the sellers word of mouth, how do I determine if there are any liens or other payments required on the home?

Most of my purchases are MLS and then a few word of mouth.

@Aaron Millis - Lesson #1 in mortgage stuff is that realtors frequently get it very very wrong.I try to keep my mouth shut about realtor questions and point folks to realtors when it's a realtor thing because it's the same thing... lenders know just enough about realtor stuff to hang ourselves, and realtors know just enough about loan stuff to hang themselves as well.
