Most of Chicago buildings share a drain stack (the kitchen and bathroom are back to back) and the W/D needs to tie into that. 

I agree with George I have done several houses in IL and IN and when it comes to basements flooding (which is common) I normally dig around the basement walls then put a sub pump in the corner all water mainly runs in the drains to said pump and pump throws it out the basement.

It turns out it was a corroded galvanized drain pipe ( the 4-plex is probably 75yrs old) so when a sink was on upstairs a significant amount of water leaked. 

For example, I personally can't stand tri-levels but there are a ton of those in my area and people seem to keep buying them.Risk of flooding, sewage - that makes me think there is a drain in the middle of the floor like you do have in a lot of non-living space basements.

Then monitor it and if it's just as bad you can install plastic over the dirt floor and install a French drain around the perimeter inside the crawl space.

New SOR 33" 'farm' stainless kitchen sink $125 included the drain, cutting board & a stainless sink grate. 

I grabbed the pan, turned to the sink, with the fire still going and poured it all down the drain.

Since you have long term tenants, it may take some time but delaying any longer is basically like flushing money down the drain. 

If you don't even have 10-15% then you need to partner up with someone who has the money, and can bring it to the table, or find some other ways to get involved in real estate that won't drain your finances.
