Iif it were not for the issue with the permit I would have recommended him (the work was performed per schedule and per invoice (except the permit), and has had no issues and looks like it should).We called him and initially he indicated that he would work it but never did.

Without seeing your specific invoices, it is difficult to tell, but I would imagine that at least 25% of the "issues" are being caused by your tenants.
