I'd really be concerned about other water damage without knowing the location. 

Boiler/ water heater- leaking relief valve, relief valve pipe missing or too short.

In Washington County, Maryland, if my Lease Contract says all charges owed are considered rent, if my tenant paid their base rent but not maintenance fees and water bills owed, can i file against the tenant for failure to pay rent?

Trash, miscellaneous such as water charge for a water leak, umbrella policy or other asset protection, book keeper/tax person, etc.  

I’ve seen where NC has partnered with municipalities to provide federal or state funding to bring public water/sewer to under severed areas.

Today (at least in WA state) every law you can think of has been written against you, and you'd better know them or you'll be in hot water fast. 

If there is smoke or water damage contact a restoration contactor (I've had clients use Belfor and they were pleased with their service (do not sign a contact with any restoration company without the ok of the Insurance adjuster.  

This affords the opportunity for a homeowner to sell the property if it is not under water for market value and pay off the loan before they are foreclosed upon, or more commonly, short sale the property with the bank's approval.
