I’m just having a hard time deciding how to set this up without offending them by making them sign paperwork or asking them pay way over mortgage (because they don’t understand all the other expenses) my moral values say I’m right on where I stand but possibly have them fill out and application still to have everything legal as if it’s good practice for me next time?

I would probably do the same thing.I agree that they should have packed up and moved however due to government overreach they were told they could stay and rack up a bill they can never pay and clearly don't have the moral compass to just leave their gravy train.
