If it is not such a great property, do you have the skills and capital to fix the deficiencies and will the resulting increase in NOI and price make it worth your effort?

It identifies deficiencies in the thermal envelope.  

Once I have the property under contract I will have an inspection completed to identify any deficiencies and determine the useful life expectancy of major components/appliances.  

It's not a source but you can see who’s doing clean rough-ins and finals vs the ones who have constant deficiencies to fix.The good names sometimes start being mentioned from more than one source. 

If the findings show a significant deficiency, I would address it head on.

The next client was going to buy the worst notes possible deficiency balance notes in 2007.

So if it doesn't get extended their deficiency will be larger usually with a foreclosure and their tax liability will be as well.I don't see short sales slowing down anytime soon.

They will photograph the room and compare quality/deficiencies to the comps.
