We actually have garden apartments and our issue is tenants leaving kid's toys and bikes in our newly landscaped flower beds, crushing the plants.

I'm not a lawyer, however as I understand the current laws it is legal to grow up to 3 plants per person, with a total maximum of 30 plants under a caregivers license.

I would use desert grasses to  landscape, like mexican feather grass (Nassella or Stipa tenuissima), and  plant a few New Mexico Privet trees for height if you can find a spot.

In my opinion, rental tile should be small with lots of grout lines for texture to make the floor less slick, and make repairs easier. 

The idea was every time we sold a home to an investor we would ask them to donate $250 to this company and then they were supposed to plant a tree somewhere.
