Further research revealed that 3 properties on the same block as the second property were under an abatement ordered by the police and city attorney, due to many tenants being involved in drug sales and gangs.

My guess is that unit with the tenant for 17 years needs some love and is in no way comparable to a freshly turned unit that is setting the market rates
