With a foreclosure you'd have to determine if this is something the bank would even allow.

I always look at the heating source and try to determine if it can be broken out to where the tenants pay for their own heat.

The general IRS test on determining acquisition date (this I have had to dig into a number of times) - do you have all the benefits and burdens of ownership, regardless of when title is transferred.

You'd have to engage a grading contractor who might be able to give you a ballpark estimate, but it would maybe have to be engineered with rough and precise grading plans to determine costs. 

I love that they are still looking for solutions instead of subscribing to the "that's just money lost" mentality I have heard from other PM companies.
