Hey Vic I am from CT and I had same issue with one of my tenants some time ago , he want's to save money any way possible so he was keeping his temps really low , I explain on few occasions to him that pipes are going to freeze and all that but he wouldn't listen , so I approach that problem from different angle , since I never had a problem with that tenant before and he was a good guy , always paid on time etc. , I didn't want it to loose that tenant so simply i helped him to get " energy assistance" this is a program to help people out if they can't afford heating bills , I don't know if it is in your state so you my want to check this out.

I'll throw in my 2 cents on common differences I've seen in my career:CDFIs - Because of their subsidized financing structure, they have the ability to be a low cost lender (and sometimes provide grants).
