With some trial and error you can get a good person who will handle all the cleanings and re-stocking/inspection between guests.

I've known homeowners who have had to hire contractors/engineers to write letters that no repair is necessary - this really enrages homeowners when the suspected error is really obvious.

However, if you believe FEMA's risk assessment is in error, you can submit evidence to FEMA and have them do an individual evaluation of your property. 

In tenant friendly jurisdictions like Chicago, they target mom/pop owners who don't know the laws to statutorily screw them - The landlord can either pay the tenant $1k to settle and give them 60 days to move out along with a good reference, or they can pay $3k + $8k legal fees for a simple error.

Maybe an errors & omissions (E&O) policy might be applicable?

Does anyone know any in the Savannah area willing to work with a rookie? 

Again it seems they were "expensive" compared to some others, but I never had a hiccup with them, and the only error on one listing they fixed it within hours.
