South Coast Supply in Los Alamitos sells material for block fencing and can give very good/ reliable contractor references for the install.

Be sure to make the contractor take you to examples and clients of work he has done this has been something we have not done but once we finally did we started to get way more reliable contractors.

You can also screen applicants (debt-to-income ratios, income verification, background checks, etc.) through tenant-screening services such as TenantVerification.com, ScreentheTenant.com, e-renter.com. 

You may also get your local county health department to assist with your case - inspection, verification type support.

You definitely need to find yourself a reliable honest builder, but I would say it is worth looking into!
