At the same time, if you insulated and sealed it good you could keep it above freezing with a small electric space heater. 

Since I've never lived in my rental houses (and I'm paying abnormally low electrical rates when these are empty...just to keep the frig going, air when showing a place, a few lights, etc.)

The place has bed bugs, roaches, trash everywhere, countless dv's instances.

When the swamp cooler needed repairing/possibly replacing in one of the units, I asked the tenant if she was interested in getting AC and she said she wouldn't be able to afford the electricity  and preferred to keep the swamp cooler.  

With single-family homes there are constant repairs from new roof's to HVAC problems, to leaky basements, to peeling paint, to bug infestation, landscape issues, the list goes on and on.

Smoke damage and mold issues and electric meter monkeying/diverting (with huge fines from your utility) will knock any extra monthly you got out quickly.   

This means a roof that does not leak, hot water available, heat and air conditioning, and good plumbing / electric.  

Cost for the property associated with developing the land before construction will vary based on grading, sewer, electrical, roads, surveying depending on the location of the land, soil testing, etc...
