Any other interested party is not precluded from filing suit to enforce the restriction.I'm not suggesting a dec action is necessary every time either property is conveyed but what I have had occasion to do multiple times, is have one dec action filed, naming all parties who might have a right to enforce the restriction as defendants, serving them and giving them the opportunity to explain to the Court why the change in circumstances should not preclude their ability to enforce the restriction.
