Although, considering the number of California refugees there, it might soon secede to CA. :) 

I have an early 60's working couple, both on their 3rd marriage, struggling to find a modest 1bedroom ground floor apartment for $1300/month.Then again we have a refugee couple that had their $1200/month rent guaranteed by the sponsoring church for 2 years.

I came to this country as a temporary refugee, worked in swear shops and factories as a kid.

. :)So I ask questions, research, etc.She tells nothing about herself except she is in her early 20's.She doesn't have a phone or a cell phone or live in an apartment She lives in a refugee camp and there is an overseas number you can get her at, but you have to call and ask for her and the pastor will come and get her.

From the annuals of you can't make this up:We had the same complaint from a new recently arrived refugee family who moved into a rehabbed upper unit & there is no-one below them.

My ultimate goal with real estate would be to have enough passive income to be able to provide extremely low priced apartments to refugees (they then could concentrate their very low income on getting diplomas to break the poverty cycle they usually get into when they arrive) and to fund a NGO to help them settle and get a good start in their new host country. 

If Florida continues to draw migrating boomers  and state tax refugees it should be a good market.
