Because all parties have to be informed and just "sneakily" handing over cash without a party knowing (the bank) violates that rule. 

In MA in particular, water is very expensive and if you have tenants that sneakily add in sublessers into your property and increase your water usage that can be a big change in cold water prices.

I fired them.If you do decide to let your tenants go month-to-month, make sure that your PM doesn't have any of that shenanigan going on (they sneakily put this clause in the lease with the tenants, which I didn't read as thoroughly as the PMA).
