I would echo @Brandon Croucier - the secondary market for DSCR's is super aggressive and rates typically reflect that.

One of the key inputs is a score reflecting a property’s condition (based on listing photos).

If the number is in fact 10% I would not change that number in your calculations.These numbers on vacancies change quarterly, so your numbers should reflect the changes.  

Sometimes the asking price does not reflect what's actually going on, there's a tenant, there's a change in the seller's situation, etc. 

Even if you tell me they are paying cash or very high down payments , shouldn't the price of multifily  buildings reflect its NOI/cap rate?
