I reviewed the SB9 legislation, and it states that properties occupied by a tenant in the last 3 years are excluded from SB9 but only if the project includes demolition or altering more than 25% of the exterior structural wall.

If the project is in Canada then I would look to an attorney that understands international law as it could be more complex.Personally for something along the lines of what you are doing I would look to partner with another developer vs trying to raise the capital as that will be less labor intensive.

Thankfully our governor here in Alabama recently passed anti-squatter legislation. 

This kind of legislation discourages good investors and people who enjoy coming in and helping to stabilize communities.
