Last time I did something like this, I road tripped from Vancouver to Tijuana, but back then it was all leisure.

Is it moral for condos that deal with raw sewage water from the Tijuana river to sell for 1mm?

It's always a bit daunting to think of investing out of the country as it is a whole different ballgame.I know people used to vacation south of Tijuana - like in Rosarito Beach - but I dont know if that's still going on or not. 

The difficulty is that the property(ies) are located in Tijuana, Mexico and I just don't know where to start.

It may be a blessing in disguise as prices in Phoenix area are ridiculous to me. 400k for houses that look like I am in Tijuana.
