It turns out that the installer plugged the drain pipes on the inside unit with aluminum foil, wrapped them in Saran Wrap, and then finished the seal job with a rubber band.  -- I forgot to mention that high voltage wires into the outside unit were wrapped in masking tape rather than conduit.When it was all said and done, it cost almost $1000 to repair the blotched installation.So, does a license and insurance, etc., really help much?
