I paid 2,200'on a survey and inspections of a wholesale and another heir blocked the deal 🤷🏻 You win some you lose some. 

I am funding 180k  all the purchase price  he is going to pay for the survey work.. lots will sell for about 100k to 120k each..

Many developers get hit with subsurface surprises, delays, and budget overruns, even after site surveys.
