The notary does not have to be from the property state; the notary's role is to "witness and authenticate" the signer (get your ID, watch you sign - and then affix their seal and signature as confirmation. 

You may be able to have your signature witnessed while overseas at a US consulate using what is called an Apostille Certificate.
