I agree get 3rd party valuation, however I believe off market your offer should be 6% to 9% below that valuation for the sellers to net the same amount they would on open market.Then you have to worry about change of mind.

If you buy in an area like Kanagawa, Tokyo, Osaka, Nagoya, or Fukuoka even; I find it very hard to believe that those areas won't find people living there in the next 100 years. it's not nearly as hard to find properties in a good location as we are made to believe.
