In Iowa, you can work with the seller's agent as a dual agent.

In Massachusetts, there is a possibility of "dual agency", where an agent can represent both buyer and seller, but only with the express and informed written consent of both buyer and seller.

As for the rehab, I agree with @Eric Greenberg this is a very heavy lift and depending on the area it may require things like a sprinkler system, alarm system, ADA accessibility, high voltage power, and several other things that can easily blow up a budget.
