Referral fees from agents?

As most know, FHA opened up the conflict of interest rule where lenders can now play dual roles as agent and lender if they wanted to.
RE companies have been trying to get into the loan business, or have lenders pay their Zillow fees for years and I’m wondering if there may be another way.
Can a licensed RE broker collect a referral fee from another broker for a buyer or seller transaction if also engaging in the mortgage business?
I have been used to paying agents for MSA agreements that rarely make sense and would love to take control and move away from them. I now generate better leads, cheaper than Zillow and would love to try doing this differently.
