I just envision a sister to a bunch of siblings, who the parents made the executor, and she's desperately trying to get the place sold before any of them can try to stop the sale, for whatever reason, which points to some kind of problem with the estate, which could be creditors, heirs, who knows.I'd proceed with caution and with a lawyer.

Every single time I showed an occupied unit, the applicant couldn't wait to get away and I didn't end up renting to them.But, if they can see a clean, empty place, that they can envision their stuff in, and can imagine a landlord keeping well-maintained because it's really clean, etc., renting that unit is a breeze.So, my vote for you, is to get it empty, clean it, paint it, etc., then advertise it for rent.

The landlord/tenant attorney can advise you on what problems you may run into down the line with code enforcement or even a lawsuit from your tenants, while the criminal defense attorney could inform you of the worst case scenario I am envisioning based on the information provided.

I stopped showing units until they were ready, because it's hard for people to see past other people's junk, or to envision their own stuff in there in a different way, etc.
