Second I think an arv of 285 is not unreasonable.

Under Arizona law, once the tenant has received this notice, and at least two days have passed, the tenant may not “unreasonably withhold consent to the landlord to enter into the dwelling unit in order to inspect the premises, make necessary or agreed repairs, decorations, alterations or improvements, supply necessary or agreed services or exhibit the dwelling unit to prospective or actual purchasers, mortgagees, tenants, workmen or contractors” (A.R.S. 33-1343(A)).

I don't think you are being unreasonable by not wanting to replace the tank.

Beware that it's also a great way to to hide unreasonably large fees.

Stick to your investing criteria unless it's unreasonable for the Twin Cities right now (finding more than 10% COC anywhere near the metro is like winning the lottery) and continue networking with agents to find the right deal for you. 

Please be as brutally honest about these areas or if my expectations are unreasonable.

It means that the seller is holding out for an unreasonable price, or it's priced too high, or there are issues, or a combination of things.
