There is also a stipulation that if the NSF fee is not paid by the time that the tenant departs, I can withhold it from the security deposit.

My lease stipulates that the landlord has the right to install outdoor and common area security cameras so I can keep an eye on shady activity.

But under the Landlord Tenent Laws if a Security Deposit has been paid and if a Tenent has not paid his or her rent then the Security Deposit can be voided and be used to vacate the tenent under the Law including any and all legal actions, Court Costs can be added on as well as Attorney Fees if it stipulates as such in the Lease Agreement.

If your thinking is there is an issue you can make an offer stipulating funds to be held by the settlement agent (but you'll have thee same release of funds issues regardless who holds funds)

@John Jackson and I would stipulate that that staying in the middle of a Sandwich lease option is not wise for someone not having reserves of 3-4 months in case of damage or evictions.Assignments of lease options (coops, wholesaling lease options, the same thing) are the easiest for the rookie that is BROKE.Go get 10 lease option assignments and get out of debt, have $20K in reserveves, then think ablut sandwiches.

I live in Wa state and our Atlanta is agreeing to sign a stipulated judgment instead of getting evicted and getting judgment handed down that route(stipulated attorney is private between two parties where one agrees to owing money and judgment is recorded but there is no impactof rental history).

These include things like contracts with the seller stipulating they will not contact their lender anymore after the deal (I don't think this contract puts a force field around their phone, though).
