I would keep my eyes and ears open to Denver Heights (west of Walters), Highland Park, and Riverside!

Less parking? 

The risk/reward ratio does not seem worth it, there are other less risky places to park your money with better returns at the moment.Also, as someone pointed out, you didn’t account for property management.

'A' is relatively newly built with a full amenity package: typically resort level pool, fitness center, dog park, in unit washer and dryer, playgound(s) if mostly family area, maybe covered parking/garages, etc.  

(fill in the blank)... replace the roof, or resurface the pool, or repave the parking lot, or replace an elevator.  

@Jason Park hit the nail on the head in terms of "it depends on your goals".

It is heated (No AC) and has a small parking area for approximately 6 cars.

(They’ve been complaining about a utility trailer being parked there and the appearance of a propane tank for weeks.)

Some of my best strategies have been:- Home Depot parking lot early in the morning- new subdivisions, new trades on display every day- local REIA clubs
