In these soft PC days and with a PM, you may be on for a full remediation treat.

There is one weakness for which there is no remedy, lack of ambition.

Well it turns out this has a steam boiler and they are a pain in the ***, expensive and old.Long story short we are spending $30-35k to remedy this over site.

Send him a demand letter by certified and regular mail for the money and the final billing giving him 10 days to provide reminding him that if he does not perform that you will exercise your legal remedies. 

In Calif, mold remediation must be performed by a certified contractor and I doubt he/they would appreciate anyone mandating the use of a specific product.That said, Best wish on all accounts.

The tenants have been understanding & have just put out traps, baits, natural remedies, etc.

My contractor said there are ways to remove the mold without calling a remediation company.

Abatement or Remediation:  Many contractors will try to "sell you" on encapsulation, which is acceptable, (such as "painting it" with a recognized/certified sealant)  but leaves the potential there... and again it is ALL about disclosure...Abatement/Remediation is the more costly but permanent solution.... if is a roof, the roofer should be certified in the removal and disposal.
