If you were in TX or FL I would assume he was doing it for residency for no state income tax. 

Don’t need the fly by night contractor making more problem.

Take the course and then do the cram tests at the end and you will pass the state test with flying colors.  

Flying/driving to other markets, then,is practically out of the question!
