Perhaps they were just off of the mark and don't really know fair market value either.

@Mark Hogan are you talking about putting ADU’s in existing basement spaces for $325 PSF?  

Personally I'm not sure that I would ever do it on my own residence, but it doesn't seem like a bad solution for rental properties where every penny is being pinched as @Mark Fries suggested. 

It also doesn't include the bump in rents we'll get for 4,5,6 years while those park houses are being owner financed to tenants.My biggest question mark is the little town it's in.
