I'm just learning.There are no dumb questions....Your county should have a free website where you can look up the tenants' civil and criminal records...evictions will be under civil.

You can have a clause in your contract saying that in the event of default person A has to pay you X but that opens you up to litigation.

My understanding is you can threaten civil action, but if you start to say things like "fraud is a felony" and threaten that you will notify the DA here if they do not replace your roof, that is blackmail, which turns into a big legal problem for you. 

If they still refuse the police should not force their way in, since the compliance is a civil matter.

Vendor liens should be a problem in light of the unprofessional work done here - threaten litigation if necessary.

And if there was litigation you need to understand if your going to be subject to potential claim for attorneys fee's should you lose..
