Russ you think there is any other communication coming from HUD to calm down the recipients and the landlords. 

It was insane how bad the city was on one block and calm on the next.

If they tell you they're not leaving, stay calm and let them know that should they not legally depart per the lease and notice, an eviction will be filed the next morning - and that's something that you don't look forward to doing and that will have ramifications for them. 

Simple is better, especially if people don't have experience with waterfalls -- a confused mind says no.
