Impossible to tell without looking at it, but typically saggy floors in older buildings are caused by rotten floor joists, for which the fix would be to jack up the floor and add some posts/supports underneath (assuming it’s accessible, if not you’d have to rip the floor up to see).

That's a huge X-factor in it all, soil corrections and utilities is a whole thing in and of itself, lots a person can do that add's or minus's tens if not hundreds of thousands.

I could see tile underneath, and from the appearance I believe it may contain asbestos.Since I haven't dealt with homes this old before, that then triggered the thought that there may be other materials in the home that contain asbestos.
